Current Status of the Anti-Torture Amendment

The Anti-Torture Amendment has been passed twice in the Senate, the first time by a 90-9 vote and the second time by voice vote. To become law, the amendment must survive the House-Senate conference process and then be approved by both the House and the Senate before being signed into law by the President. The House-Senate conference is expected to meet sometime in late November or early December. President Bush has threatened to veto any bill that contains the Anti-Torture Amendment -- and Vice President Cheney working behind-the-scenes to kill the Anti-Torture Amendment in the House of Representatives.
